What if they trip?
Are these people armless, or just really cold? They look a bit like soldiers, but it would seem they would need all their appendages if that were the case... Hmmm....

Maybe strapping their arms in was the only way they could stand so close to eachother like that without fighting.

Well, it's a long story, but it has a lot of symbolism about things with no arms. Like it talks about a stuffed armadillo that the guy has, and he cuts off his arms to symbolize how he feels (fatalistic and powerless). And at the end a grenade blows his arms off. Now do you want to read it?
Sounds like a real page turner. Too bad he didn't have the arms to turn them.
